Change the setting to reflect your time. Then:
I have my cart set up to ship to the USA and Canada. You situation will be different than mine. If you have a flat shipping fee, this is real simple. In the Advanced Shipping menu, select Global Settings and click on: "Just use the standard shipping calculations..." Then go to Cart set-up, click on SHIPPING, and pick an option.

Since I have two Shipping Tables, I have to select the
"Use advanced shipping calculations..."
option. The only thing else to add to this page is the currency symbol $. Then:

Set up as many zones as you have shipping costs. If you just have one, then in the Advanced Shipping menu, select Global Settings and click on:
"Just use the standard shipping calculations..."
In my case I ship Priority Mail only. The Cost to ship Priority in the United States is $4.80. I have a second zone labeled Canada, Priority to Canada is $17.00. Then:

After setting up your shipping tables, go to Link to Zones. I have selected
"List of US States and Canadian Provinces. To edit the list click here..."
To attach a shipping table to each list item, you click on the "Click Here" in that, which will take you to the above list of states and provences. You then assign each item one of your shipping tables from above or Exclude them from the list. Then:
Submit Changes
As Usual, don't forget to scroll to the bottom of each page and click on the Submit Changes button.
